Sweden’s reduction obligation, reduktionsplikten, makes suppliers cut the greenhouse gas emissions of petrol and diesel by blending in biofuel. On 1 January 2024 it was lowered from 7.8% to 6% for petrol and from 30.5% to 6% for diesel, because pump prices were high; it was raised again to 10% from 1 July 2025.
The Swedish Competition Authority found that the chains set a recommended price centrally, with Circle K as the price leader for several years and the others following within about an hour on average. Individual stations then go below it to meet local competition. Unmanned stations are usually a few tens of öre a litre cheaper than staffed ones, and four companies, Circle K and Ingo, OKQ8, Preem and St1, hold about three-quarters of the market.
