Fuel prices and where they come from
Refuelia shows two kinds of fuel price and keeps them separate: the national average a government publishes, and the price a driver paid at one station. Each shows its source and how old it is.

One average for the whole country, not the price at a station. Petrol means 95 octane in Europe and Russia and regular grade in the United States. US prices are per US gallon.
Malaysia shows the unsubsidised market price; Malaysians who qualify for the government’s fuel subsidy pay less.

The European Commission publishes the average pump price in every member state once a week, with taxes. It is one figure per country, not a station price.

Russia: the exchange and the pumps
Two official prices, shown apart. The exchange price is what refineries sell fuel for, per tonne, every trading day. The pump price is what drivers paid, per litre, in Rosstat’s weekly survey. Pump prices usually follow the exchange one to three weeks later.

The litre figure under it is converted at 0.745 kg a litre for petrol and 0.84 for diesel. The pump price is an average of about 1,800 stations, not the price at any one of them.
Two kinds of price, shown separately
The national average tells you what a country pays. A driver report tells you what one station charged, and when. Refuelia never mixes them into one number.
The national average
A government publishes one figure per fuel for the whole country. Refuelia reads it on the feed’s own schedule and shows the period it covers. Use it to see if a pump price is high. It will not help you choose between two stations.
The price at a station
Posted by a driver at that pump, with the time they sent it. This is the only price Refuelia shows on a station. If nobody has posted one, the station says Price not reported. It never shows the national average instead.

Which countries have official prices
Official averages come from national feeds in France, Spain, Italy, the United Kingdom, Malaysia, Russia and the United States, and for all 27 EU countries from the European Commission’s weekly bulletin. Station prices elsewhere come from drivers, or are missing.

Refuelia does not relicense the prices above. Each figure stays under the terms of the body that publishes it, linked in the table, and its publisher’s terms apply if you reuse it. Refuelia’s own comparisons and averages may be quoted with a link back to this page.
Common questions about fuel prices
- Why does the price change so often?
- Pump prices follow the wholesale cost of petrol and diesel. That follows crude oil, refining margins and the exchange rate, which all move every day. Stations also react to prices at nearby stations, so two stations a kilometre apart can differ by several cents.
- Are motorway stations always dearer?
- Usually. Motorway service areas pay higher rents, and their drivers rarely leave the road. Filling up in the next town often costs noticeably less for a full tank. On a long trip that is worth ten minutes. For a few litres it rarely is.
- Is premium fuel worth it?
- For most engines, no. They are tuned for standard octane and gain nothing from more. Some high-performance and turbocharged engines are built for higher octane. Your car’s minimum is on the filler flap or in the handbook.
- Why is Russia’s exchange price per tonne?
- Refineries sell fuel on the exchange by the tonne, in wagon loads. That is the wholesale price, before excise, VAT, delivery and the station’s own margin. It moves every trading day, and pump prices tend to follow it one to three weeks later.
- Why is there no daily pump price for Russia?
- No official body publishes one. Rosstat surveys about 1,800 filling stations once a week and publishes the averages on Wednesdays. Refuelia shows that survey with its date, and the daily exchange price beside it, rather than a daily number from an unknown source.
- How do I actually pay less?
- Fill up before the tank is nearly empty, so you are not forced to stop at the first station. Compare a few nearby stations, not brands. Do big fills off the motorway. Keep your tyres at the right pressure and drive smoothly.
